Scott W. Dunlap was born in Boston in 1970. He was admitted to the Massachusetts Bar in 1996, the United States District Court in 1997, and the United States Court of Appeals for the First Circuit in 2000. He earned a juris doctor degree from the Boston University School of Law in 1996. As an undergraduate, he earned a Bachelor of Business Administration degree cum laude with a concentration in Finance from the University of Massachusetts at Amherst, where he was also awarded the Eunice R. Konieczny Student Leadership Award, the Senior Leadership Award, and was a member of the Golden Key National Honor Society. He served as President of the University of Massachusetts Rugby Football Club, and has been inducted into the UMass RFC Hall of Fame.
Attorney Dunlap began his professional career as Staff Counsel for the Massachusetts Department of State Police. He has since focused on union side labor and employment law, and has represented state and municipal police unions, fire unions, and a variety of non-public safety unions. He also specializes in civil rights litigation, administrative and Civil Service appeals, and personal injury law.
